Culligan Water Park Pool Enclosure Delay

City council received a report regarding the progress of the Culligan Water Park pool enclosure. Unfortunately there are delays due to procurement and supply chain issues along with restrictions on mechanical and electrical work over the pool basin, and timing of regulatory inspections, the completion date is pushed to November 2027. This also means that the splash pad will not be open this summer. We are trying to have the splash pad open for the summer of 2027. Click here to view the report.

In greater detail, the following factors are what contributed to the delay

Unexpected Site Conditions
– Previously unknown grade beams were discovered during construction and must be removed before work can proceed in those areas.

Subcontractor Coordination and Supply Chain Issues
– Finalizing purchase orders and confirming labour and material timelines required additional coordination, particularly for specialized interior trades.
– Final scheduling for steel fabrication and subsequent delivery has impacted the overall construction sequence.

Complex Construction Methods
– Certain work required is highly specialized and time-intensive—especially the overhead work above the pool tank—which requires unique equipment and careful planning to ensure proper safety and protection of the existing structure.

Construction Sequencing Requirements
– Due to the complexity of the project, key activities must occur in a specific order. For example, pool and deck tiling can only begin once the building is fully enclosed and climate controlled. In turn, the building envelope cannot be completed until large elements, such as the slide, are installed.
